I found a skinning tool for beginners called the NPC Manager at www.jediknightii.net in the files section/tools. Although I'm having trouble with it, it would probably work on your computer ;) If you have a problem, don't ask me; i know nuthin'. Ask a skinner or contact the creator of the NPC tool. :D

I use paintshop pro and photoshop to edit the texture files, ModView (one of Raven's released development tools) to view the textured model, and notepad to edit the .skin and .surf files.

And for the record, Desann is not a Sith.

I use Macromedia Fireworks, but it does have it's limitations...
I use it mostly to do color alterations on existing skins.
