typical moronic law enforcement.
"we got a tip, someone is trying to throw a baby from a van"
"YEEAA GADS! good thing the baby has managed to stay inside thus far, better pull them over!"
It was obviously cos the umbilical cord was still attached, so it kept bouncing back in... ;)
