This is a Somewhat tedious type of map to do, but it in fact is possible, you can even make massive crowds if you want. The Way to make a bespin city is to make it inside out so you get about the size map you want and then simply use about 90%->80% of metal, this must be done without at least three sides of the map not connected to the map "walls". As well simple docking can be done by using some of the map triggers to program the ship to go to that specific area, or you could have it be already landed (E.G. Slave 1, Rebel Transport, Lambda Shuttle... Ect.) All the main points that I think should be more of building formats and terrain designs for a space/bespin/coruscant map.
