Well, if you have the KOTOR tool all you should need to do is open up the character UTC file you want (these are located in blueprints_character.bif) and just click on the force powers tab and add the ones you want.

For specialized, non-global characters the UTC templates may be present inside the RIM file for the module where they appear as well. Party members and base templates are in templates.bif.
In either case, always run FindRefs to check for other files with the same name before putting a modified UTC file in the override folder to avoid overriding other character templates kept in the module files and causing all sorts of bugs.
If more than one template (found in different modules and/or templates.bif) have the same name/resref, putting a file with that name in the override will override all of them. Since they are not necessarily identical just because they are named the same this can cause trouble.
