1. Can you increase the number of feat points available to a character using a .2da file? (Kind of like increasing force points with classpowergain?)

2. Is there any way to make a non-class skill a class skill (like repair for scoundrels?)

You can set this in the featgain.2da file, in the *_reg columns (where * is the class prefix set in classes.2da).


2. Is there any way to make a non-class skill a class skill (like repair for scoundrels?)

Class skills are set in skills.2da in the *_class columns for each class. If the value is set to 1 in this column for a class, the skill is a class skill.

And I forgot to ask--is there a way to add 1 point of Canderous like regen to the player with a 2da file?

No.

Canderous' regeneration is the result of an implant uti placed in his 'hide' slot, which can only be done via scripting or editing the NPC's utc file. Since the main PC has no utc file to edit you have to do that via scripting.

If you are interested I have a mod called the Kamino Eugenics Chamber which adds a hide implant to the main PC. (Regeneration is one of the effects if I recall correctly.) Either way, if you want to see what it would entail to place a 'hide' implant on the main PC that mod of mine is a good place to check out how it can be done. ;)
