I'm leaning towards before... if it was during... it wouldn't have been published in the english language and in Washington...
And it wouldn't have been after cause the U.S.S.R. wouldn't have considered it to be needed since they were "free"...
However, I did change it to fit a more modern theme...

Actually, the third strip is fairly dishonest, with the implication being that it's b/c we're currently in Iraq that we won't spend the money on infrastructure. It's a red herring. We've know of infrastructure problems in this country for a long time, but have consistently done little about them, instead opting for more glamorous expenditures like a new stadium or museum. Katrina highlighted the problem of misplaced priorities.

I'm not a huge fan of political cartoons, but I did like Jae's 3rd cartoon (in the first post).
