Erm, can I assume that;
• The CD is in the drive?
• You've got an original disc and not a copy or warez version?
• You're not using any no-cd cracks?

In which case, I'd suggest a complete uninstall and re-install.
Does this happen in single-player, multi-player or both?
Have you patched the game? ( http://jediknight2.filefront.com/file/Jedi_Knight_2_Patch_104;3825 )
