Is there a way to disable voting on a server?

Setting the voting threshold to 0 will disable voting.

There's no option for that in the manager, is there a setting in one of the config files on the server?

Setting the "Kick player majority %" and "Kick team player majority %" (the voting threshold percentage) to "0" will disable the vote.
