What in the Galaxy is a Speed Hack? (PC)

I was playing MP earlier, and at the bottom of my screen flashed a message saying 'Speed Hack Detected!' I want to know what in the name of Scorch a speed hack is and what it does. Any ideas?

I think it means that someone on the server had a mod to improve accuracy, speed of bullets, something like that ;)

You really can't mod this game, the best aiming help you can get is centerview and even that's not great. Speed Hack just means you usually have a bad connection I believe.
