I have no idea how to open unrealEd. In my system folder there are 3 UnreadEd files, 2 of which dont open and the third is just a notepad file. How do I open the actual program?

Your copy of Republic Commando must be a pirated one. I know that what you're talking about happens when you have a pirated Unreal Engine-based game.
