I take it you've seen the Clone and Storm Trooper mods by Prime? Those took Jedi Academy helmet models and imported them into K1/TSL. For the body they just reskinned an existing set of armour. There are also Jango and Boba Fett mods that do a similar thing.

So if you want to create a later version of the clones, you'll need to model a new helmet and reskin a set of armour, and then make the UTIs to go with it to get it into the game.

Isn't that porting?

Not the sort you are thinking of. The porting that is blacklisted here is taking commercial game assets from one game and putting it in another. If someone makes a custom model and gives you permission to use it in another game (as was the case with Prime's mod) then that is perfectly acceptable. I'm not suggesting he try and use someone else's model without permission if that is what you are asking. I was merely illustrating how it was done. I suggested he model his own. However, if he can find an existing low poly helmet of the type he wants elsewhere and gets permission from the author to use it, that may be a valid path to pursue.

No

That is porting, which is something that we are not allowed to do.
