Need help with MI4- ParrotPirate doesn't tell me bout hat!!!

Please anybody know why the Pirate at the beach with his two parrots doesn't wanna give the infos- always when I try to talk bout his father, Guybrush says "...let's talk about sth. else..." and the parrots, when drunk, never tell me anything either... please help me I am gettin nuts here...
