You have to reenter the bank. Deadeye Dave can supply you with the "tool". Also check outside the bank for hints.

ok, deadeye dave, now what do you mean by tool exactly? and as for hints outside the bank, the sewer is a no go n tha window is unattainable as yet

And did you look carefully at the sewer and its parts? You have something useful in your Inventory!
