How do i get a ship??? my game is whacked

ok heres the deal. i have talked to the HarborMistress, and she says i need 'authority'. i have checked with a walkthrough and it says to talk to Eliane about it. Well Elain is in the mansion, and i try to talk to her but Guybrush says 'Nah, I think there was soemthing in our marriage vows about that'. so i cant talk to her.......anyone know what this means??

Go back to Mansion.

Behind Elaine you will find cushy job contract (needed for your crew).

Get Elaine to sign.

She will then give you Gubernational Symbol which you can use at the harbour to get boat.

Easy.
