I take it Charlie was supposed to give me a Vip pass, but he didn't when I talked to him. Now I can't talk to him and I need the pass to continue. What can I do?

Ask the seebee's about the union and they tell you how expensive Charlies fake union cards are - i think you can get a vip card of charlie after that

In a way. The bees give you a hint that Charlie can get you a union card, if all his talk about forgery isn't enough of one. But the whole union card/VIP pass thing starts with Velasco.
