While I have not tried make a player model in gmax and save it straight to the md3 format. I have found a way to save to md3 without being in the tempest game pack. so that you have the full gmax tool set to work with as tempest is really only for making maps. copy the md3exp.dle from the \gmax\gamepacks\Tempest\plugins directory to your \gmax\plugins directory and then you can export a md3 straight from the main gmax program

MD3View (from the Raven tools pack) can read an MD3 and convert it into a GLM that JO can read.

It only can convert md3s to glm if it has a single frame, it's unable to handle anything more complicated.
