Out and about, and as far as the galaxy is concerned, Senator Palpatine is just this pretty froody guy who has been elected to the Supreme Chancellorship on a platform of anti-corruption and anti-bureaucracy.
In secret, however, he is the Sith Lord Darth Sidious, causing and manipulating the events around the Naboo situation to further his own bid for power. He orders the Trade Federation to precipiate a crisis that he exploits in order to become Supreme Chancellor.
In Eps II and III he will presumably use his new position to accrue more and more power to himself, until he declares himself Emperor. The final stage of this process is in ANH when he dissolves the Senate entirely and becomes effectively an absolute dictator.
(Note that Palpatine's methods are closely based upon those of Hitler. He gained the position of Chancellor of Germany more or less legitimately through popular election, but then enacted a series of policies that made him Fuhrer and undisputed supreme ruler of the country. Maybe in Eps II and III we will see echoes of the Reichstag Fire, or the Night of the Long Knives, or Kristalnacht?)

Shhhh, don't say anything.::looks around:: My theory is Palpatine is a clone of Sidious. OH MY GOD!!!!! RUN FOR YOUR LIVES!!!!! He placed Palpatine on NAboo years before and used the dark side to get him elected senator. I wish I had a clone. I'd send him to Russia, use the dark side to get him elected, then have him shot and killed. That bastard that'll teach him to look like me!!!

They can't be clones!
Palpatine/Sidious was the person who started the idea(& r&d) about cloning soldiers.
(you should read the Thrawn trilogy) :)

Well, I've heard that if you look in the Credits in "Phantom Menace" it says that the same guy that played Palpatin played Sidious as well. That would explain them never being in the same place at the same time.

I checked the credits - Sidious isn't listed...
Hell, it's not like people are dumb enough not to realise Sidious and Palapatine are the same, surely?
Unless the clone theory is correct. That'd add a nice twist to ep2 and/or 3. http://www.jediknight.net/mboard/smile.gif
