well first of all you can use bars to meet people from all over the world and make business deals there :D

I'm pretty sure most of the in game cities, e.g. the cities that are already there will be safe zones.

And as I understand it, bars and strip clubs err dance places like jabbas will increase your health and attributes, so says the faq.
