This Mysterious "Next SDK"... (Not a when ?)

I'm new to this mod community, and I have a decent mod idea I want to develop. But right now the ability to do an entire mod is out of the question. People keep mentioning the "next SDK;" but I am wondering, is there any proof that Raven has even said that their will be? I know there is merit for one with the bustling nature of this mod community, but I haven't seen anyone mention any sort of official info of the future existence of it. Any help here? I just wanna know it could exist before expending effort on such a project.

In the last email that someone sent to James Monroe, he said he was trying to stick to his original plan of releasing the next tool version before the end of the month. I have the SP scripting tools, so they *do* exist.
