Without tech lvl 4, which civ would be the best?
which civ is the best rusher in t2?

The Trade Fed. in general is the best Rusher...
I'd still have to say the Republic is best, with their Nursery, and Jedi Temple Bonuses they have really all they need.
But overall there really isn't TOO much of a difference between many Civs in Tech 3 they really differences come with the updgrades in Tech 4.

If you stopped at Tech III, I'd have to go with Gungans for one reason: Fambaas. They've just doubled their staying power in an otherwise relatively level playing field...
Kryllith, lets be real about that. How many times have you seen the Faamba's actually make a difference? They are really weak, and are nearly always the first target. If anything, they buy the Gungans a little time, but the Gungans are so damned slow that it cancels out.
Faamba's are weak and slow. Easy targets. Couple a few together, and they last twice as long. Lets see, thats...4 seconds instead of 2.

Actually, I've seen Fambaas make quite a bit of difference, especially if you stick a couple medics with them to keep them healthy. Toss in the fact that we're talking Tech 3 (no assault mechs, no heavy mech/artillery, no advanced fighters, no jedi masters, no air cruisers) and they're going to last. Will they be focused on? Sure, and in the meantime the supporting troops/mechs/whatever will pummel the enemy into oblivion while the medics keep the Fambaa healing. After the barrage is over, the medics simply heal everything (aside from mechs and heavy weapons of course) back to full. And if we toss sea units into the mix... stealth frigates.
