Ok i am Having trouble trying to caulk the outside of a cylinder and texturing the inside is there any way to do it?

Use shift+ctrl+click to select a single face of a brush so you can apply whatever textures you want to that one face.

If it's a q3 curve that's shaped into a cylinder it shouldn't need caulking.
