don't know about the first part but for modeling you have these main choices
milkshape $20 shareware
gmax free lite version of 3dsmax
and 3dsmax $3,400

there are various plugins available for the above for importing/exporting/conversions.

check the sticky threads at the top of this forum for links to tuts and downloads.
