ok i jsut downloaded the skelaton from polyvount and how do i open it in g-max?

You can't. GMAX doesn't have an XSI importer.

hmmmmm......what does everybody else use for g-max?
or what other modeling progrma do they use?
you guys just make circles and build form that for the face?

You can edit an existing mesh using milkshape and GMAX (use the Milkshape GLM importer, export to 3DS, and import 3DS in GMAX). To import the skeleton, you need an XSI importer, and there aren't any out there that i have seen except the one Raven released for 3DStudio Max 4.x.
If there is another XSI importer, it would be great to let everyone know. Otherwise, you NEED 3DStudio 4.x to complete the process of making player models for JKII. You can make the mesh in Milkshape and GMax, but you can't do anything past that :(. Sorry.
