What to with "device" on ship...please help:(

Ok I have been on this level for a long time. I can't get the crane to turnaround or get into any of the rooms. I found the device, but I don't know what to do with it. Please someone just tell me what I need to do...sniff;(

right across the water is a torpedo.

BTW: You do know you can turn on map hints don't you? It will place a X right on the map where you need to go next. Turn this on through the Gameplay menu.
