Upgrades for items problem Kotor 1

I can upgrade Range weapons but for melee and Armour it only gives me three items i can upgrade.

Those are probably the only armors that you have that are upgradeable.

Is it because a mod install messed up the upgrade system?

No, in KotOR 1 only certain, unique armors are upgradable.
