Any image editing software can be used to alter the actual texture. Photoshop is a good one. I use Paintshop Pro. ModView is useful to view the skin on the model so that you can see how your changes look. You will also need a text editor like Notepad and something to open the .pk3 files (which are .zip files) like WinZip.

Do you mean how to get the right colour? One easy way is to use something like the eyedropper tool in Photoshop. Just select the skin colour from the texture.

ModView can be used to display the model with the skin on it, if that is what you mean. If you are looking for what skin is used for what model, they are usually in the same directory in the .pk3 file.

I'm not quite sure what you mean by this. If the character has a mask, it can only be removed if the model itself allows it.
