Yeah, I don't recall if the Demo mission (for Chandrilla) gave you the full Tier 3 loadout or not... I assume you got a force star for completing a mission to move on to the next one...

PS: That "phase 2 darktrooper" is known as the "Rockettrooper 2" (or Jet Pack stormtrooper).

PPS: Both versions of Level 18 posted. Working on 19-20. Hopefully finish posting the rest by the end of the day. Keep 'em coming!
