Imperium Galactica II had this type of game play, where it combined space battles with ground battles, but that one also had micro-managing of planets so the population could grow and thrive, building up your ground forces and spacefleet, develop new technology, weapons, and military hardware (aswell as civilian advances).
I always hoped Rebellion would become sorta like that one, but allas it didn't reach that high. None the less, Rebellion was a fun game which I spent many, many hours on.
