We experimented with a "setup screen" system for both space and land so that you could have more control over the initial ships in battles. It was almost universally despised because of it's impact on the flow of the game. In order to preserve game flow, we devised a priority system that chooses ships based on the encounter. While not ideal in all situations, it does a pretty good job overall. You can remove the situation entirely by streamlining your fleets.
