The chips aren't actually transmitters, they're transponders. External transmitters in tune with the transponder's antenna (at 13.56MHz FWIW) energize the chip which then echo back their data on that frequency and are received by the transmitter. If anything, the cancer was likely caused by the radio frequency fields that the lab animals were being subjected to.

This article comes across to me as a bit alarmist.
