Since you're running Vista and the game is installed in the Program Files directory, you need admin permissions to truly modify files (eg. swkotor.ini) in those directories. Otherwise, Vista tricks you by making you think you're writing the file, but really it's creating virtualized version.
Bottom line: Any change you want to make to any KotOR file (including swkotor.ini and use of KSE) requires Administrator rights.
