Question Image editing help!

I would like to know if there is a way to correct the pixelation created by a .jpeg format?

Example:
This image looks as if the ball has clean edges,

but when trying to recolor the background it looks like this:


I know this is due to the colors blending together when the image is saved as .jpeg.

Is there a way to clean up the edges around the image, perhaps converting the image to another format, or do I have to continue using patience and a steady hand?

I am using Paintshop Pro 7 and Gimp 2.
