No, you don't have to decrease influence to under 10 on Bao-Dur to make him a Jedi, but you could. Basically, the interesting conversation options occur only when you have a very high or very low influence with an NPC.
I'm not positive, as I never play DS, but I think that what Jedi your NPCs become depends solely on your alignment and not on influence, meaning that if you have 100 influence and are a Sith, you can train them to be Sith as well.
