Yeah I noticed that too and on one of the 20th anniversary tapes I have has Ian McDiarmid's face on The Empire Strikes Back and Ian McDiarmid was not the Emperor in TESB. It was some other guy in which the Emperor only had a brief appearence in a hologram.
