Illegals who are here have ALREADY broken the law just by their presence. If he's just
randomly going around asking every "brown" person "for their papers", a argument can be made for harrassment. All the more so if illegal immigration were barely even a problem, which, unfortunately is NOT the case. A problem which is amplified by libs who wish to create "sanctuary cities", a crime in and of itself.
