It would work if it was set during OT but took place away from the events of OT that we already know about. I mean, you could mention events that happened in the OT, like the news of Alderaan being destroyed and a lot of people where you are don't believe it cause they think such a thing is impossible or something. But the main part of the story would focus elsewhere on that character itself and has nothing to do with the Rebellion against the Empire.
