Yup! The fleet passes are a bit of a must IMO. If I'm questing on a sub-50 toon and the guild is gathering for a world boss or operation, I can just pop to the fleet (I use the "skill" one first if available) for that rest exp. Or If I am on a 50 toon and it's the one I'll be using on aforementioned guild outing then I'll do the same to get where everyone is meeting that much faster.
Not to mention times I have been "stuck" in the environment and Quick Travel was not an option and the skill fleet pass still had like 13hrs on cool down.
