It's been known for a while that Pixar is making a movie based on Dia De Los Muertos (The Day of the Dead), a holiday that is celebrated in Mexico to honor the dead on November 2nd by creating papier mache skulls (calavara in Spanish), like the ones seen in that concept art (and of which Manny and the residents of the Land of the Dead were based on).

There's a lot of rich history to draw on from this celebration (the rituals celebrating the dead in Mexico are known to have existed between 2,500 and 3,000 years ago, and the Day of the Dead festival traces back to the height of the Aztecs), so I highly doubt it's based on Grim Fandango.
