I implied that you were stupid, and wonder how an idiot could make the rank of colonel. It was a rhetorical question, meaning you were not supposed to answer it.
Now about the debriefing, when I said you didn't mean you personally, but the military you are apart of. I then used sarcasm when I said I thought you were going to do it. Where I knew that the Admiral you mentioned would.
