Looking for a cheap clown blow up doll
I'm looking for a clown blow up doll (needs to at least be shoulders and head)...and preferably cheap.
Halloween is upcoming and I want to tie a balloon to his arm, stick him in a gutter with just his head visible, and let the balloon float loose outside of the gutter.

What my neighbors would do at our old house is just get a colorful clown-like shirt, fill it with hay (or something similar), and buy one of super creepy rubber clown masks (the type that completely envelop the head and part of the shoulders) from a costume shop, stuff it, and attach it to the head.
They would make like a dozen of these (not all clowns) and fill them around their front lawn and the sidewalk leading to the house. They looked pretty legit.
The creepy part, though, was 3 or 4 of them would be real people hidden in the costumes that would jump out at you when you got close.
You could probably manage something like that if you can't find a full sized blow-up doll.

Hmm, going for a mask and maybe putting it over a thick balloon or something might work for the "head" in the gutter.
