No guy at ticket window at cat races

Hi,

I'm in year 2 and have got the fake ticket machine and the photo of the race, but there is no guy in either the ticket window or the photo finish booth.

Is there something that you have to do in order to make the guy turn up?
I've used a couple of walkthroughs to see if I have missed any steps in the game, but can't see what I've missed.

Manny should turn his head toward the counter when you pass by. If you press Enter he should call the guy.
