This was the same in JO, and this is nothing that can be changed, even if you had the SDK.
This is hardcoded in the Q3 Engine, so we have to live with it and choose the characters, that are not shown, by consel or write a script.
Eh? If it's a hard-coded engine limitation, how come we can still chose the other characters via console?
