I've decompiled a compiled 2DA 2.b file to the uncompiled 2DA 2.0 Format and it works!
To try it yourself just downlaod
THIS archive and copy its content to your override folder. After that you will see that a solder char gets 2 times more bonuses on Fortitude, Reflex and Will per Level-Up. (Just load a savegame of a soldier char and your values should be higher than before.)
This is just a small demonstration. I'll upload a 2DA Decompiler this weekend.
