Polygon budgets for Characters

I posted this in my other thread about lightwave modelers...

I am looking to find out what kind of poly budgets per character I would need to aim for or have to work with once tools are out there for importing new objects. Does anyone have any ideas about this for characters, ships, and general objects and maps?
