I played JA with a female character. Is it possible to allow her to where clothing other than the race specific ones? Using human female I wanted to try to Twi-lek skirt and the bare legged style, but it wouldn't allow it

You would have to import it into 3DS Max, or XSI, then re-weight the whole thing, add the clothing options you want, weight them, and then compile it. Lots of work, goodluck.
