I have had this mod in my possession since 2007 (I think), from PCGM days.

But I notice no name for whom it was created by. So um........Yeeeaaah.

Anyone here have the answer to my inquiry?

I think it was messkell. If not, it was whoever did the burnt Anakin skin for Sion.
