The Czerka Protocol Officer won't give me a hunting license on Tatooine. Her dialogue is broken. Dunno what mod did it. This has never happened before.
Look in your Override for her dialog file, which is tat17_10czerk_01.dlg.
Delete it and your problem should be gone.
