So you want to spawn non-playable characters (NPCs)? Enable cheats on your game, and then enter the following command:
npc spawn <character>
Here's a list on who you can spawn:

Yes, there is. When spawning a npc, give them a name. Here's an example: If you want to control a rodain, type "npc spawn rodain 123" without quotes. Also the 123 can be replaced with anything else you want, it doesn't matter. WARNING: do not do this with Luke or Desann or your computer may freeze! Anyway, after this type "control 123" in the console, again without quotes. Now you should be controling that npc. To go back to Kyle, type "control kyle". But when controlling npcs, there are some strange errors -- you'll see.

You can also put in "setforceall 5" and mind trick someone. You will take control of that npc without any glitches or errors except that you can shoot rapid-fire.

Yeah, but you can only control enemies with setforceall 5 for a limited amount of time and with the control you can go for as long as you want.
P.S. Try controling the minemonster - it's very fun
