His name is Tohma seguchi (he is the one in the second pic I 'drew') from the show Gravitation. I don't recommend it.

Hehe, yes, Seguchi Tohma and Quatre Winner do look very, very much alike.
And, perhaps as another interesting sidenote, both characters have the same voice actor(ess)! Coincidence... I think not.... O_o
