I used to be called TK-421. I was wondering can my name be changed back to that? Or Jared? the Jared already registered is me, I got an email saying I was unbanned, but that name is still banned to could I change my name to Jared? If not TK-421?

What that means is, you are going to have to start earning points. You could also have somebody donate theirs to you.

The only way you are going to be able to get a name change now is to buy one. See Metallus' stickied thread near the top of the page for other info.
